Homs Governorate now has a fully commissioned 400/230 kV transformation substation, engineered, procured, and constructed by ICC Energy DWC-LLC under a full EPC contract with Syria's Ministry of Electricity. The project moved from award to final commissioning in exactly 24 months — the schedule the contract called for.

The Ministry of Electricity's Public Establishment for Electricity Transmission and Distribution awarded ICC Energy the design-and-build contract for the Homs substation in May 2020, at a value close to 32 billion Syrian Pounds. The scope covered every phase from detailed engineering through procurement, construction, and final handover.

"The works were executed and duly accepted after passing all necessary tests, and they are currently operating efficiently within the electrical grid."

Work began with the commencement order in May 2020 until final commissioning in May 2022 — closing out the project inside its contracted 24-month window..

Full EPC Scope

The contract includes a full EPC undertaking: design, supply, and installation of the high- and medium-voltage systems, plus the civil, grounding, and protection works needed to bring the site into service.

Legacy Integration

Beyond the new high-voltage equipment, the contract also included rehabilitation works on existing site equipment and infrastructure — folding legacy assets into the same protection and control scheme as the new installation, rather than leaving them as a separate system.

Grid Integration Complete

With final commissioning complete, the Ministry of Electricity's Project Completion Certificate confirms the substation is now operating within the national grid, adding a second major 400/230 kV transformation point — alongside Aleppo — to ICC Energy's delivered transmission infrastructure in Syria.
