Big news out of Syria's power sector: ICC Energy DWC-LLC has been awarded the contract to design, procure, and construct a new 400/230 kV transformation substation in Homs Governorate, following a competitive public tender evaluated under the Unified Contracts Law.

Project awarded in May 2020, and it's a full EPC scope — meaning ICC Energy owns the project from first drawing to final handover, 24 months start to finish.

What's Getting Built

The scope covers the full electrical and civil package for a modern transformation substation — from high-voltage switchgear and protection systems to SCADA integration and site infrastructure.

Why This One's a Big Deal

Homs is a major link in Syria's national grid, and a new 400/230 kV substation here means steadier power for homes, hospitals, and industry across the governorate. For ICC Energy, it's the second major transformation substation contract in the region — building directly on the delivery track record set in Aleppo.

A Landmark in Homs: How the Homs 400/230 kV Substation Came Together

Homs Governorate, Syria — ICC Energy DWC-LLC Project Story A Landmark in Homs How the Homs 400/230 kV Substation Came Together ICC ICC Energy DWC-LLC Homs Governorate, Syria Some infrastructure projects are best told through announcements and milestones. Others are better understood through the work itself — the studies, the site mobilization, the months of cabling and concrete that turn a design on paper into a live piece of the grid. The Homs 400/230 kV Transformation Substation, delivered by ICC Energy DWC-LLC for Syria's Ministry of Electricity, is a project worth telling that second way. Before a Single Foundation Was Poured Long before excavators arrived on site in Homs Governorate, the project existed only as a set of engineering questions. How much load would the substation need to carry, and how would power flow through it under normal and fault conditions? What would happen, electrically, if something failed? How should protection systems...
